报告摘要
Water pollution is a highly prominent problem in many developing countries. For example, over 30% of surface water in China was reported contaminated at the end of 2016. To tackle this detrimental situation, China initiated a flagship institutional innovation on river governance called the River Chief System (RCS), which requires the government to disclose information on administrative responsibilities and invite public supervision. Our model expands the traditional public goods theory to a discrete-choice application, highlighting the mechanism of RCS that can potentially lead to outcomes closer to the social optimal. Using self-collected questionnaires in 2018 and 2019 from residents in Shanghai, our empirical analyses exploit the variation in the timing when each town/subdistrict in Shanghai establishes the local River Chief Office to identify the causal effect of information disclosure on the environment of rivers from the perspective of public participation. Our results confirm the improvement in water quality under the RCS, and further show that local residents’ willingness and actual action to involve in river management increases with information disclosure, which may play a critical role in maintaining the long-term effectiveness of environmental policies.

倪金兰 教授 Jinlan Ni
Dr. Jinlan Ni is currently a faculty at University of Washing (Tacoma campus). She received her PhD in economics from Purdue University in 2004. Her primary research interests are Applied Microeconomics, Financial Economics and Chinese Economy. Her work has appeared in the Journal of International Money and Finance, Pacific-Basin Finance Journal, Journal of Comparative Economics, Energy Economics, Energy Policy and China Economic Review etc. Prior to joining UW, she was a professor of economics at the University of Nebraska at Omaha. In her professional service, she was the President of the Chinese Economists Society (CES, 2013-14), CES regent chair (2015) and is the founding director of CES China office. She has served as a guest-editor for the scholarly journal, China Economic Review, Review of Development Economic, Growth and Change and is an editorial member of the journal Chinese Economy.
倪金兰教授，最近新入职于华盛顿大学Milgard商学院。北京大学中国经济研究中心经济学硕士，美国普渡大学Krannert管理学院经济学博士，美国内布拉斯加大学奥马哈分校商业管理学院经济系终身教授。主要研究领域为应用微观经济学与中国经济。倪教授论文曾发表在Journal of International Money and Finance, Journal of Comparative Economics, Energy Economics, Energy Policy, Pacific-Basin Finance Journal, International Review of Finance and Economics,, China Economic Review等国际学术期刊。倪教授曾担任中国留美经济学会理事、会长、理事会主席以及Review of Development Economics和China Economic Review客座编辑，现任中国留美经济学会中国办公室主任，中国留美经济学会学术出版委员会主席，Chinese Economy编辑委员会成员。
